This workshop is designed to equip maritime and industrial personnel with the knowledge, tools, and practical skills necessary to identify, evaluate, and control fire and explosion risks in the workplace—especially in high-hazard environments like ships, oil terminals, chemical plants, and offshore facilities.

Participants will learn how to apply structured methodologies such as Hazard Identification (HAZID), Fire & Explosion Risk Analysis (FERA), and Layer of Protection Analysis (LOPA). They will also engage in practical exercises using real-life scenarios to perform qualitative and semi-quantitative assessments.

The course emphasizes both technical insight and safety culture, enabling participants to make informed decisions, reduce incident likelihood, and support regulatory compliance (SOLAS, ISGOTT, API, ATEX, IECEx).

  • Identify sources of fire and explosion hazards in maritime, offshore, or industrial settings.

  • Explain key risk assessment frameworks relevant to fire and explosion scenarios.

  • Use structured tools (e.g., FERA, HAZID, LOPA, Bow-Tie) to assess risk levels.

  • Determine likelihood and consequences of potential fire/explosion events.

  • Recommend control measures, barriers, and safeguards to reduce risks.

  • Document and communicate risk assessment findings clearly and effectively.

  • Support continuous improvement of fire/explosion safety programs within their organization.

2. Regulatory Framework and Standards

  • Overview of key international regulations and guidelines:

    • SOLAS, STCW, ISGOTT, API RP 752/753, IECEx, ATEX

  • Understanding company-specific tolerability criteria and audit expectations

3. Risk Concepts and Methodologies

  • Definitions: hazard, risk, consequence, likelihood, controls

  • Risk assessment types: qualitative, semi-quantitative, quantitative

  • Risk matrix use and calibration

4. Fire and Explosion Risk Analysis (FERA)

  • Introduction to FERA methodology

  • Identifying escalation scenarios and assessing fire/explosion loads

  • Use of heat maps, overpressure zones, and dispersion modeling (conceptual level)

5. Hazard Identification Techniques (HAZID)

  • Structured approaches to identifying hazards

  • Guideword analysis, deviation studies, use of checklists

  • HAZID session simulation and facilitator role

6. Bow-Tie Risk Modeling

  • Visualizing risk from cause to consequence

  • Identifying preventive and mitigative barriers

  • Practical construction of a Bow-Tie diagram for a fire/explosion event

7. Layer of Protection Analysis (LOPA)

  • Understanding independent protection layers

  • Determining initiating event frequency and consequence severity

  • Semi-quantitative scoring and gap analysis

8. Control Measures and Mitigation Systems

  • Passive and active fire protection systems

  • Explosion-proof equipment, gas detection, ventilation, and ESD

  • Human reliability and procedural safeguards

9. Documentation and Communication of Risk

  • Writing effective risk assessments and reports

  • Risk register development and safety case support

  • Communicating findings to stakeholders and decision-makers

10. Group Simulation Exercise

  • Participants apply all methods learned to a realistic fire/explosion scenario

  • Group risk assessment presentation with peer and instructor feedback

  • Focus on decision-making, communication, and justifying control strategies
